This project was initiated to enhance the project management capability of the City of Edinburgh's Housing department. The PRINCE2 methodology was adopted with training for personnel and development of an appropriate governance structure for implementation. It has enhanced effectiveness and understanding of the practicalities of project design, management and delivery, and provided professional development opportunities to its staff. The improved procedures have already seen success in the delivery of projects within time and budget.

The idea that ITIL and PRINCE2 cause additional "red tape" is a common one, I like how you highlighted that as a PM, one of your roles is to promote the value of the methodology.

Also noticed another PM got parachuted in at some point. Nothing wrong with changing or adding resources if it helps get the job done, provided adding the resource complies with the PRINCE2 method.

Interesting to have a project approach by understanding the company's culture. It is essential if you want to succeed in a project. I would add that the project manager must also understand the environment in which he or she will operate and culture is part of it.
