Defining Incident priority for SD

trying to look how to simplify the definition for the SD to determine an incident priority, when there's a large quantity of solutions supported.
Would you go for a classic definition (volume, financial impact, etc..), or maybe a series of questions to evaluate the impact and urgency?
In large retail organizations, is becoming a challenge to determine Critical incident that do not cause a high volume of tickets.
