How Can We Prioritize Risks?

My organization has recently gone through a massive growth spurt, and suddenly we have to formalize all of our processes, and standardize our ways of working. I am trying to create a risk management procedure, but everyone has different ideas and thinks that the risks affecting their departments are the most important. Is there best practice around risk prioritization?
